WILDE LAKE VILLAGE BOARD MEETING MINUTES SEPTEMBER 12, 2022

CALL TO ORDER: A virtual Zoom meeting of the Wilde Lake Village Board was called to order by Kevin McAliley, Chair, on September 12, at 6:32 p.m. Members present were Kevin McAliley; Tina Horn, Vice Chair; Chuck Yarbrough; Steve Campbell; Bill Santos, Columbia Council Rep; Kristin Shulder, Village Manager; and Dale Wasmus, administrative assistant taking minutes. Also in attendance were Peter Engel, Executive Director, Howard County Housing Commission; Sanjukta Sil Upadhyay, Kori Jones, and Rodney Payen, Howard County Department of Recreation & Parks; Erika Strauss Chavarria, Executive Director, Columbia Community Care. 

APPROVAL OF AGENDA: Ms. Horn made a motion to approve the September 12, 2022 agenda. Mr. Yarbrough seconded the motion. All in favor.

APPROVAL OF MINUTES: Ms. Horn made a motion to approve the August 1, 2022 minutes. Mr. Campbell seconded the motion. All in favor. 

SPECIAL GUESTS: 

  1. Peter Engel, Executive Director, Howard County Housing Commission, discussed affordable housing. He encouraged residents to contact the county regarding zoning for affordable housing. 
  2. Sanjukta Sil Upadhyay, Kori Jones, and Rodney Payen of Howard County Department of Recreation and Parks gave a presentation about the new Harriet Tubman Cultural Center. The Ribbon Cutting Ceremony will be held on Saturday, September 17, 2022, at 10:30 a.m. followed by the annual Harriet Tubman Day festivities, 11 a.m. – 5 p.m. 

RESIDENT SPEAKOUT: Erika Strauss Chavarria, Executive Director, Columbia Community Care, introduced herself and gave background information on how the organization came together. Ms. Chavarria is a Wilde Lake resident and former teacher at Wilde Lake High School who saw firsthand that there was food insecurity in the community. She was worried about what would happen to those students who depended on the food programs at the schools if the schools were to shut down due to the pandemic. The website is ColumbiaCommunityCare.org and currently there is a need for volunteers. 

ORDER OF BUSINESS: 

Request for Sponsorship: WLHS Boosters: Ann Marie Alvino, from the Wilde Lake High School Boosters, attended the meeting. She asked if the Wilde Lake Community Association would like to continue its sponsorship of the WLHS Boosters. Mr. McAliley asked what level of sponsorship was previously approved. Ann Marie stated it was a Silver Sponsor and at that level sponsors get a banner on the football field. Mr. McAliley asked the WLVB to consider raising the donation to the Boosters. Ms. Horn made a motion to again sponsor the WLHS Boosters at the $500 Silver Level. Mr. Yarbrough seconded the motion. All in favor. 

Architectural Guidelines: Ms. Shulder stated that the public comment period ended on August 18. She asked if Board members have any additional changes, corrections, or additions to make. Board members did not have any additional suggestions. Mr. Yarbrough made a motion to approve the revised Architectural Guidelines as submitted. Mr. Campbell seconded the motion. All in favor. 

Request for Exception to Picnic Practices re: Organizational Participation: Columbia Community Care requested a table at the Wilde Lake Picnic. Ms. Shulder explained that there is not a formal policy on organizational participation. In the past there has been a focus on allowing local schools and local merchants to participate. Ms. Shulder encouraged the WLVB to provide direction for the staff to develop a policy and procedures related to organizational participation. Mr. McAliley called for a motion to allow Columbia Community Care to participate at the Wilde Lake Picnic. Ms. Horn made a motion to make an exception and allow Columbia Community Care to participate in the Wilde Lake Picnic. Mr. Yarbrough seconded the motion. All in favor. 

REPORTS:

Columbia Council Rep – Bill Santos:  The CA Board of Directors did not meet in August 2022. There was a CA Board Work Session meeting on September 8. CA is preparing for its budget season and CA staff asked the BOD about its priorities for the upcoming fiscal year. A big topic of discussion in the next several weeks will be the Six Pence Circle Tot Lot in Hickory Ridge as funding did not pass. Bill is the liaison with CA’s Millennial Advisory Committee. He will not be able to attend this meeting due to a CA Audit Committee Meeting on 9/19/22. Bill will be advocating for the stream restoration project.

COMMITTEES:

Education – Tina Horn: Announced that she will attend the Back to School Nights for Running Brook Elementary on Tuesday, 9/13/22 and Bryant Woods on Wednesday, 9/14/22. Asked if staff could put together Wilde Lake Village promotional bags – phone stands and pens. 

Neighborhood Rep – Chuck Yarbrough: In the process of formulating a plan for how this committee can contribute to the overall mission of Wilde Lake Community Association.

AC Liaison – Steve Campbell: Carl’s replacement as Covenant Advisor is Lexi Milani. Her report is on the Google Drive. 

Manager – Kristin Shulder: Ms. Shulder thanked Ms. Horn and Mr. Campbell for volunteering to help at the Wilde Lake table during the picnic. Mr. Yarbrough indicated that he will be there to volunteer as well, and Mr. Santos stated that he will be there for most of the day. Ms. Shulder stated that the new Covenant Advisor, Lexi Milani, will attend the picnic as well. There are a lot of WLCA-sponsored fall activities planned. Ms. Shulder previously submitted her report on the Google Drive. 

Chair – Kevin McAliley: Mr. McAliley stated that he will be a tour guide along with Mary Kay Sigaty during the Learn Columbia! Village Bus Tour and Lunch for the Howard County Association of Realtors on Thursday, September 15, 2022, 9:30 a.m. to 2:00 p.m. The Bike Around Columbia event is scheduled for September 24, 2022.

ADJOURNMENT: The Chair called for a motion to adjourn the meeting. Ms. Horn made a motion to adjourn the meeting at approximately 8:42 p.m. Mr. Campbell seconded the motion. All in favor.
