Village Board Meeting December 2, 2019

CALL TO ORDER

A regular meeting of the Wilde Lake Village Board was called to order by Kevin McAliley, Chair,on December 2, 2019 at 6:32pm at Slayton House, Columbia, Maryland. Members present were Kevin McAliley, Chair; Stephen Mowatt, Vice Chair, Bess Caplan, Bill Santos Laura Torres, Kristin Shulder, Village Manager, and Carole Black, Board Secretary., Nancy McCord, Columbia Council Rep, was absent. Also present were Megan Williams, Constituent Services Liaison, Office of the County Executive; China Williams, Special Assistant to Councilmember Deb Jung, Howard County Council, District 4; Joe Stellone, Grassroots; Greg Reed & Caren Garfield, Kimco Realty; and Rebecca Beall, Chair, Harper’s Choice Village Board.

APPROVAL OF AGENDA
  • Mr. Santos made a motion, seconded by Ms. Caplan, to approve the agenda for December 2, 2019. All in favor.
APPROVAL OF MINUTES
  • Mr. Santos made a motion, seconded by Ms. Caplan, to approve the minutes of November 4, 2019. All in favor.
SPECIAL GUESTS: Megan Williams, Constituent Service Liaison, Office of the County Executive and China Williams Special Assistant to Councilmember Deb Jung, Howard County Council, District 4

Megan Williams and China Williams addressed some of the issues that were of concern by the Board.

  1. Hyla Brook Road flooding: There was a hold up regarding a right of entry agreement between CA and the County. This has been resolved and they can now move forward on repairs.
  2. Wilde Lake Stream Erosion: The Board has asked for assistance in contacting Beaverbrook.
  3. Signage- The Board would like to see more wayfinding signs for the Village Center.
  4. Speeding on Green Mountain Circle – Ms. Caplan noted that there is a speeding alert sign that has been very effective in slowing traffic on Eliot’s Oak Road in Harper’s Choice.. China Williams will look into this for Green Mountain Circle.

The County Executive will hold  a citizens’ public hearing on the FY2021 Howard County Budget on December 9. The Board was encouraged to testify on these and other issues of concern for Wilde Lake.

Resident Speakout

There were no residents who wished to speak out.

ORDER OF BUSINESS

Request for Donation: Grassroots

  • Joe Stellone provided some information on the different programs that Grassroots provides including a homeless shelter, mobile crisis center, detox program and 24-hour call center.
  •  Ms. Caplan made a motion, seconded by Mr. Mowatt, to continue the discussion for a donation closer to the end of the fiscal year.  No vote taken.
  • Mr. Santos made a motion, seconded by Mr. Mowatt, to donate $200 to Grassroots now and revisit this towards the end of the fiscal year. All in favor.

Discussion of Village Green- Rethinking the Space

  • The Board discussed various ideas for improving the village green. Staff will contact CA Open Space and discuss the options.

Discussion: Community Feedback Survey

  • Security is a big concern among residents. The Board recommended having more police presence in the village. They also discussed ideas for attracting more residents to Slayton House including movie nights at Slayton House, Board sponsored neighborhood block parties. This discussion will continue at the next meeting.

County Executive Citizens’ Budget Hearing Fy2021

  • Ms. Caplan made a motion, seconded by Mr. Mowatt, to have a Wilde Lake representative testify at the County Executive Citizens’ Budget hearing on December 9. All in favor.

REPORTS

Columbia Council Rep: No report.

AC Liaison: A written report was submitted. Ms. Torres provided additional details.

Committees:

Wilde Lake CARES:

Ms. Caplan reported that 14 people participated in the clean up. There will be a restoration project at Running Brook Elementary School as part of their 50th anniversary celebration. Ms. Caplan is planning an invasive species removal project in the open space. The spring plant exchange will be the last weekend in April.

Education: Mr. Santos reported that he met with Running Brook and Bryant Woods PTA presidents. He provided information on the recent redistricting plan.

Health and Wellness: Ms. Torres reported that Genie Wessel is working on increasing the number of pickleball players. She is working on a Reiki workshop.

Neighborhood Reps: Mr. Mowatt was invited to attend the Cove HOA meeting. He also attended the legal meeting on covenant enforcement.

Manager: Ms. Shulder reported that the PSE has completed all inspections.

Chair: Mr. McAliley attended the recent zoning board hearing on the Enterprise Homes proposed project for Roslyn Rise.

Mr. Santos made a motion, seconded by Ms. Caplan, to adjourn the meeting at 8:55pm. All in favor.
