Village Board Meeting March 1, 2021

CALL TO ORDER

A virtual meeting of the Wilde Lake Village Board was called to order via Zoom by Kevin McAliley, Chair, on February 1, 2021 at 6:31pm.  Members present were Kevin McAliley, Chair; Laura Torres, Vice Chair, Steven Campbell, Bess Caplan, Jeff Friedhoffer, Nancy McCord, Columbia Council Rep; Kristin Shulder, Village Manager, and Carole Black, Board Secretary. Also present were Dennis Mattey, Columbia Association, Director, Open Space & Fitness Facilities Services, and John McCoy, Columbia Association, Watershed Manager; Carl McKinney, Covenant Advisor, Wilde Lake residents Mary Kay Sigaty, Bill Santos, Tina Horn, Ian Weiss and Stephanie Boyd, Deb Jung, District 4 Representative, Howard County Council; Bob Marietta, Tina Horn, Tim Lattimer, Mandy Thompson Elder, Mark Southerland, and CC Williams.

APPROVAL OF AGENDA

Mr. McAliley requested the addition of Howard County Executive Budget Hearing Testimony as Item #4.

Ms. Torres made a motion, seconded by Ms. Caplan, to approve the amended agenda for March 1, 2021. All in favor.

APPROVAL OF MINUTES

Mr. Campbell made a motion, seconded by Ms. Torres, to approve the minutes of February 1, 2021. All in favor.

Columbia Council Representative Report

Ms. McCord reported that the FY2022 CA Budget was approved. There will be 15 outdoor pools open this summer and the Haven will close April 30, 2021. The CA Board is working on hiring the new president.

SPECIAL GUESTS: Dennis Mattey, Columbia Association, Director, Open Space & Fitness Facilities Services; and John McCoy, Columbia Association, Watershed Manager

Mr. McCoy presented information on stream restoration between Columbia Association and Beaverbrook properties. There has been a delay due to determining ownership of two of the parcels. CA has been in discussion with Beaverbrook about setting up an easement to allow access to the area if funding becomes available. Deb Jung noted that she supports continuing efforts to restore the stream in Wilde Lake.

ORDER OF BUSINESS

Discussion: CA Tree Planting Project

Ms. Caplan explained that, in the past WLCA has coordinated a distribution of free trees to residents in cooperation with CA. This year, CA would like to do tree planting in the open space but would like the villages to contribute to the cost. Ms. Caplan suggested doing the planting in the Fall instead of the Spring due to the cicadas. Watershed stewards should be able to assist with the planting.

RAC Appointments

Ms. Torres made a motion, seconded by Mr. Friedhoffer, to appoint  Ian Weiss and Stephanie Boyd to the RAC. All in favor.

FY2021 Third Quarter Financial Report

This item was tabled until the next meeting.

FY2022 County Budget Requests

There will be public hearing on March 9 with the County Executive

Some of the requests the Village Board will include are signage for the pathways and support for funding for Howard Ecoworks and the complete streets project.

Mr. McAliley will testify.

Neighborhood Reps: No report.

AC Liaison: The RAC continues to meet via Zoom.

Manager: Ms. Shulder  reminded the Board that the deadline to submit a petition for Village Elections is March 10.

Chair: No additional report

ADJOURNMENT

Mr. Friedhoffer made a motion, seconded by Ms. Caplan, to adjourn the meeting at 8:38pm. All in favor.

CLOSED SESSION: in accordance with the Maryland Homeowners’ Act, the Board convened into closed session to discuss matters pertaining to employees and personnel.
