MINUTES

October 7, 2019

 

CALL TO ORDER

The meeting was called to order by Kevin McAliley Chair, on October 7, 2019 at 6:35pm. Architectural Committee members present were Kevin McAliley, Chair; Stephen Mowatt, Vice Chair; Bess Caplan, Bill Santos, and Laura Torres. Also present were Nancy McCord, Columbia Council Rep; Kristin Shulder, Village Manager; RAC members Genie Wessel and Lonn Tremblay.

APPROVAL OF AGENDA

Mr. Mowatt made a motion, seconded by Mr. Santos, to approve the agenda of the Wilde Lake Architectural Committee for October 7, 2019. All in favor.

Request to Review Adverse Decision: 5146 Oven Bird Green

The applicant was not present. Ms. Tremblay explained that the reason for disapproval was the material used for the roof of the pergola in the rear of the house was not appropriate. The recommendation was to use an approvable material or remove the roof.

Ms. Caplan made a motion, seconded by Mr. Mowatt, to uphold the RAC’s recommendation. All in favor.

ADJOURNMENT

                        Mr. Santos made a motion, seconded by Ms. Caplan, to adjourn the meeting at 6:52pm. All in favor.

 

WILDE LAKE VILLAGE BOARD

MINUTES

October 7, 2019

 

CALL TO ORDER

A regular meeting of the Wilde Lake Village Board was called to order by Kevin McAliley, Chair,on October 7, 2019 at 6:55pm at Slayton House, Columbia, Maryland. Members present were Kevin McAliley, Chair; Stephen Mowatt, Vice Chair, Bess Caplan, Bill Santos Laura Torres,; Nancy McCord, Columbia Council Rep, Kristin Shulder, Village Manager, and Carole Black, Board Secretary. Also present were Jennifer Lee, Howard County Office on Aging and Independence; and residents Bill Musser, Bruce Johnson, Sandra and Gregory Griffin.

APPROVAL OF AGENDA

Mr. Mowatt made a motion, seconded by Mr. Santos, to approve the agenda for October 7, 2019. All in favor.

APPROVAL OF MINUTES

Ms. Torres made a motion, seconded by Mr. Mowatt, to approve the minutes of September 9, 2019. All in favor.

Resident Speakout

Bill Musser spoke in regard to the early closing rotation of the Wilde Lake outdoor pools.  He felt there should be more equity in the rotation schedule, and that Running Brook should be included in the rotation, rather than alternating between Faulkner Ridge and Bryant Woods.

ORDER OF BUSINESS

Request for Free Use – Howard County Office on Aging and Independence

Jennifer Lee, of the Howard County Office on Aging and Independence, was requesting the use of the dance studio during the renovations at the Bain Center, from January through June, 2020, for an class in exercise and balance.

Mr. Santos made a motion, seconded by Ms. Torres, to approve free use of the dance studio by the Howard County  Office on Aging and Independence for the requested time. All in favor.

 Wilde Lake Outdoor Pools Early Closing Rotation

Ms. Caplan and Mr. Mowatt expressed concern about including Running Brook in the early closing pools rotation since Town Center and the apartments in Running Brook need a pool they can walk to.

Mr. Mowatt made a motion, seconded by Ms. Torres, to recommend keeping the current rotation for early closing pools. (i.e. rotate early closing between Faulkner Ridge and Bryant Woods only). The motion carried 4 in favor, one abstention (Mr. Santos).

This recommendation will go to the CA Board.

            Application for Exterior Alteration Revisions

The recommendation was to remove the signature requirement from neighbors and HOA on the application for exterior alteration.

Ms. Caplan made a motion, seconded by Mr. Santos, to accept the changes in the application. All in favor.

 Discussion – Community Feedback Survey

This will be discussed at the November meeting.

Council Resolution CR 120-2019 (Complete Streets Policy)

 Mr. Mowatt made a motion, seconded by Ms. Torres to support of CR 120-2019. All in favor.

             REPORTS

Columbia Council Rep: No report.

AC Liaison: A written report was submitted. Ms. Torres provided additional details.

Committees:

Wilde Lake CARES:

Ms. Caplan is working on scheduling a fall clean up date.

Education: Mr. Santos reported that he is working on outreach to Faulkner Ridge families about the proposed redistricting. He is working on meeting with the PTAs. Running

Brook will be celebrating their 50th birthday next year. Ms. Caplan is part of the planning committee. They are working on contacting alumni. trying to get all PTA presidents together to coordinate events. .

Health and Wellness: Ms. Torres reported that Zumba went well at the picnic. Genie Wessel provided information about pickleball program.

Neighborhood Reps: Mr. Mowatt connected with a lot of residents at the picnic. He will attend the Cove HOA meeting on November 18.

Manager: Ms. Shulder reported that the CA Board will be discussing neighborhood centers at their meeting on October 10. The PSE should be done by the end of the year.

Chair: Mr. McAliley had concerns about the condition of the Village Green and suggested that other uses be considered.

Mr. Mowatt made a motion, seconded by Ms. Caplan, to adjourn the meeting at 8:40pm. All in favor.
